In the case of the US, they have not given any of their arms supplies to wage war, so there is no shortage of their ability.
In the case of the UK, the report is more than 3 months old. I suspect the government have entered a procurement process by now.
But I could be wrong, they have been kind of wrapped up in their own internal affairs, lately.

Which is why the invasion was led with modern kit and Ukraine was capturing T90s, but now they are only getting T62s...?

The latest is a supply of Belarusian T72As (pre 1985) being sent to Russia.

That just *******s. Ukraine has captured around 460 tanks from Russia, 800 Infantry and Armoured fighting vehicles, 150 artillery pieces, 50 or so MRLS and the list goes on.

Estimates are that about half the operational Ukraine armoured force is captured kit.

The US rated it as around $7 Billion of kit left in Afghanistan. Which is a lot, but Ukraine has captured far more by any metric.

460 tanks at what 3 million each so just over a billion add the other far cheaper stuff be lucky if it takes it to 2 billion and you are still way short of 7 billion

US prices Vs USSR prices. If you're looking at numbers then it dwarfs the Afghan equipment.

The Afghan government has a load of kit, some of which they can maintain but most of the high tech stuff is useless.

The Ukrainian have recovered kit they are trained on, can get spare parts for and can make use of. And are able to do that mostly because Russia can't keep their units in the field due to epic corruption at every level.

When the Russians retreat all the trucks broken down due to lack of replacement tyres and the tanks sitting around because someone sold the fuel are just lost.
 
Now, Russia is dependent on Belarus for Tanks. And Iran for drones. They're short on Tyres because they all got stolen and sold to civilians so they're using small civilian trucks to transport stuff, which is incredibly inefficient.

Their Iskander missiles require western made components, which explains why they've run out of them.
