I hope not, and at the same time I don't think so. When he starts talking about tactical nukes, the sane but scared circle around him will start looking sideways at each other and phoning up the generals. A bucket of instant sunshine on Nato territory = a massive retaliatory strike on Russian soil, including Moscow. There are no precision strikes with nukes, they are designed for mass destruction. The west won't be nuking Siberia to send a message; it will be Moscow and St Petersburg
