That would suggest it's a TN-S system then.
Is that a rubber cable coming out from the floor, and if so, is in still in service?

Meant to mention that too, I am assuming it is dead because the spark was supposed to replace any VIR back in 1980. It was a condition of the mortgage that any VIR was replaced with PVC. However I will do some investigation to find out.
