If the quote states that "waste disposal" is included, and the customer has accepted the quote, then customer permission has been granted.
i will say this one more time,
if you have been asked to remove spoil or waste and have subsequently quoted to "cart away" then all the waste belongs to the builder or tradesman.
if the customer then decides , "ooh thats now valuable and i want it".

you shouldn't assume you should ask. its their property.
Not disputing that but it doesnt make it theft as that assumption is a defence in law. I think as it is such an industry wide held assumption regarding removal of material that it would be accepted.

That as about 4 ****** were unloading tons of crap and not a word said.
Anyway only one tight arse customer asked for his scrap cylinder, so i said i would be leaving HIS new boiler packaging and 10 rads packiging as well as plenty of other rubble ,as i wouldnt be going to skip now as it was on way to scrapyard 10 miles away and had not been quoted for.
You see it works both ways ,you scratch our backs and we may take your crap away.

Do not forget to apply for your Waste Carriers License too guys as that costs about £150 for I believe 3 years.

Of course its taken into account. When I quote for a boiler replacement I put on the quote I will remove all scrap and waste.
Firstly, if it was not for the scrap I would have to pay to get the rubbish collected, the scrap pays for this and often its just a simple deal for my scrap guy to take everything and he gets the scrap.
Secondly, if there is a lot of scrap including cylinder (upto £30 scrap value) then it could be worth upto £50+ and therefore would be taken into account.
A heating engineer will have a very good idea of what will be coming out, thats why we quote........

My quotes clearly state that i will remove all rubbish and that all salvage is mine, unless stated before commencement of the job.

stealing or theft is (I think) defined by the action of taking something away from the rightful owner without their consent and without intention of returning it or making good your action of taking it away.
Ergo, if I conduct work on someone's house, improve it, and in the process thereof, take something away without leaving them in a state of deprivation or less than "status quo" ..... no case to answer Sweet Caroline.
