Can't say for sure, but there's a good chance it will do, and should be treated as such.
How do you usually dispose of theses old boards? I don't have a waste licence. I will probably make customer aware of risk bag it for her and give her a point in the right direction to sort out.

Just bag up the complete unit, seal it and leave it for the customer. Our local council tip has a skip for asbestos.
Or wrap up the offending item in your fish n chip dinner paper, drop it in a wheely bin of someone you don't like/offends you/always pinches your parking spot.

It's only a small bit of white asbestos nothing to worry about.
Encapsulate it in thick paint or pva if it scares you.
They're usually waxed, but that one's obviously been disturbed a bit.

Fuses get hot and sometimes spark as they open when very hot.
Wouldn't wax be a bit of a fire hazard?

Good point, may not be, though it has a waxy feel to them if they're in good condition. Though I don't know if there's different types! I had asbestos rope gaskets removed from busbar chambers some time a go, the abestos guys mentioned a name of something or the method that was used to coat/encapsulate the asbestos in. It wasn't entirely bare to let fibres off so easily.

Yes, red bag and white bag marked as asbestos waste. Surprising though that with or without a licence, some waste sites don't give a damn how it's brought to them.
