Unlike my "extreme position?"

the benefits and support system should be designed to help the decent people - doing their best to get through life in difficult circumstances and bring up their families.

Not to hammer them into the ground.
 
The problem with the system John, is that the truly needy do not tend to be pushy, where as those who know how to play the system do and do it well, making a good living out of it. If the system lets them do it then you can't blame them for "making hay while the sun shines" Until any government has the balls to say enough is enough & all the human rights lawyers can do one, it will continue.

In my experience I've seen both the good and bad with claimants.
For example, about 30 years ago I bumped into a girl I went to school with. She had 2 kids with her and she was a single mother who admitted to me that she wanted to get pregnant again to get a bigger house - my chin hit the floor. I thought at the time what a sad sad life if that was all she could aspire to as well as being a crappy thing to do.
And then there was another mate of mine who became a single mother when her husband died suddenly and very young. She had no choice and even tho being on benefits helped, she found it very hard to live on that and raise 2 kids (way before all these cuts were glint in the Tories eye) and got into debt. She retrained and became a teacher a couple of years after her hubby died.

On paper tho, they are/were both single mothers on benefits, nothing different about them at all. It's very hard to tell people's situations, how do we or local councils sort out the scroungers from the needy? Or the smokers from the kids that need new shoes and can't have them?

Yeah. No problems.
An overweight guy near me who never worked a day in his life.
He passed away a short while ago from cancer but not before breeding 16 children (most of them now parasites) who were all reared on tax payers money.
