Last I remember, is that projects with a budget over a certain size are legally obliged to be tendered out (not necessarily a bad thing) across the entire EU in order to avoid protectionism. Also, it just goes on to prove that the UK really IS open to international partnerships and is against protectionism.

Either our home-grown companies (yes the one with the French name...) have priced themselves out of the market, and must try harder - or the French/Dutch firm are over stretching themselves, in which case they suffer.

It was a completely unnecessary change of colour. Alternatively, the colour could have been changed on the previous orders for passport printing contracts.
