He was simply qualifying the thread title by clarifying the OP is referring to the thieves specifically, not that it meant all Eastearn European are thieving scum.

Sadly no. If somebody says Romania is a poor country, lots of hard up people, maybe a higher proportion of pickpockets than some other nations, I'd get it.
