Taking a homeowner to court

I live in a mid-terraced house close to the end of a road and the problematic homeowner (let's call him X ) lives at a right-angle to me on the next road which is a few houses away from me.
All the houses in my area have their gardens facing each other.
In his garden, he constructed a separate outbuilding with a chimney. For the last 6 years, X has caused me a lot of grief. He used to have fortnightly weekend parties in this outbuilding with his mates where the parties went on from 8PM till 2AM. The noises involved loud music, yelling, singalongs, screaming, drumming ( with band drums ), blowing foghorns and playing carrom. This was supplemented by loud music every weekend.

I read somewhere that parties can be had till 11PM. So, I would wait till 11 before ringing my LA. I soon found out that my LA has a very bad turnaround for noise complaints. They call you back 2 hours later and want to come to your property to hear the noise for themselves. By the time they rung me, the noise had already died down. They would then send letters to X and a copy to me and I reckon X just binned them. I found out his name and sent him anonymous recorded letters telling him to put an end to the noises I mentioned above. I reckon he's binned these as well.

Next, he started breeding cockerel and we had to endure cock-a-doodle-do at various times of the day and night ( even as early as 4AM ) for months. I couldn't pinpoint the offender initially but luckily one day heard the sound of dying chicken and looked out of my bedroom window and saw a bunch of cockerels hanging upside down. I took a photo and sent it to my LA. My LA paid a visit and that was the end of his breeding days.

Since then, his partying has reduced to once a month.

Recently, he's built another outbuilding and now his parties take place in both! Since lockdown started, he's started working in his new outbuilding every single day ( incl weekends ) all-day from morning till dusk. The endless noises of angle grinders and drilling is the new norm. At first I thought he's doing DIY work but I looked up his address on a govt website and can see that he had a company registered at his house few years ago which got dissolved as he didn't do yearly paperwork. He also considers himself a carpenter by profession. I have contacted relevant departments in my LA again.

I do not want to talk to him as the guy is a tool. Nor do I want to make myself known, keeping in mind the safety of my family.

What are my options here? Should I take the guy to court?

For noise complaints I believe local authorities can install a sound meter if there is an ongoing issue. It will not be quick.

Keep a diary of when the noise starts and stops (or just a running log if it's still going) when you go to bed.

Since it's a residential are there are some processes to handle nuisance noise during the day.
Anti-social behaviour
Causing excessive noise at night, or in residential premises, can be a form of anti-social behaviour. The police, councils and housing associations now have extra powers to deal with anti-social behaviour under Part 1 of the Anti-social Behaviour, Crime and Policing Act 2014.
Do some reading on that, it's probably going to have to go through your LA noise team though.
 
The police may come along but one person complaining wont usually achieve anything.

Triple glazing does cut down noise, but it's not massively more effective than Double glazing. If you were replacing single glazing then I'd go Triple, I did recently, but double to triple isnt likely to be worth it.

If you're going to write to your MP make sure that you've already given all of the same information to your LA noise team. You're aiming for an air of polite despair and suffering.
 
You can't take someone to court without being named. It's not worth this imo and MP's sometimes help but not much in my experience.

The police, in my experience no longer take on noise issues - that responsibility was handed to councils some years back, sadly.

Your council should do as follows:

Ask you to keep a diary.
Then after a few weeks put you on an out of hours list - where you can call them to come and witness. Expect a home visit before this, as they like to double check they're not sending their staff into danger.
Sometimes, councils will skip the witness for themselves stage and install a noise machine in your home.
There is also an app that you can use by invite of the council where you can record the level of the music and send direct to the council. You can see if your council is using this app - it's a convenient way to sort things.

The bottom line is that the council themselves have to gather evidence to take this guy to task. It really does depend on what type of council you have and if they are as lacking as you say, you could put in a written complaint against the council themselves (the correct dept, Health and Safety I presume) and keep going with that until they are forced to help you.

Friend of mine had a noisy neighbour who refused flat to listen to the council, adhere to the court ruling about late music that they ended up evicting him from his own home - despite him owning it.

Good luck, I loathe inconsiderate tossers for neighbours.
 
Thanks for all the replies. My LA seem to be quite useless. I have been complaining for years. Surely, this would have been flagged. According to them, if they don't hear the noise after they turn up at my house, they can't do anything. They won't consider any videos I have recorded of Mr.X causing noise ( of which I have from over the years )
 
I vote move too.
Take them to court and you might win. But things might get a lot worse, and you'll have to declare that to buyers when you try to move later.
