SY is not intended for external use. It is intended for use indoors where additional protection is required.
 
It's not intended for any use within a BS7671 installation. It is a non-compliant cable type. It is a flexible control cable.

It is fine to use SY cable in a fixed installation. It can simply be noted as a departure from BS7671 on the EIC. As securespark has mentioned, it is not suitable for use outside without additional protection.

SY or any other cable could be used, provided the specifications of that cable have been obtained from the manufacturer, and it has been confirmed that it is suitable for use in the specific situation that it will be installed in, and other information such as current carrying capacity, temperature ratings and all the rest have also been considered and determined to be appropriate for the installation.

Even then, it would only be applicable to that particular cable and that particular installation, and not cables of that type in general.

It is not just a case of slinging any old cable in and then saying 'its a departure'.
 
SY Cable is used quite a bit in Telecoms inside Mobile Phone Cabins and Transmission stations. Very good cable quite flexible and has a bit of mechanical protection. Used 6mm a great deal with green ferrules and proper SY Brass glands. You could run it in duct work outside as long as both ends are sealed to prevent any rodents gnawing on it?
 
A factory I worked in had whole production areas wired in SY, because the MD liked the look of it opposed to SWA
 
I used some like that (albeit without the brading) for my UFH wiring centre/adaptable box. I needed more cores, and I didn't want to have loads of cables going from one floor to another (and having to terminate loads of earths and loads of neutrals together) when a couple of correctly rated, correctly labeled multiled cored cables like this were perfect.
