Gas safe certificate?

As part of kitchen renovation project, gas supply was capped off in order to replace a gas hob for an induction hob.

Any certificates that should have been issued for this?

No legal requirement for a cert to be issued but any gas safe engineer doing any gas work should, if he cares about the last man standing position, complete one. As much as to cover himself as it is as a record for the customer.

In fact it was a question that I was asked recently as part of my inspection.

The exposure of any fitting to gas for the first time is clearly covered by the GSIUR (regulations = the law), in that it must be fitted by a class of persons approved (blah blah, legal guff) by the H&SE, ie Gas Safe Registered. A fitting, in this case, is the blanking plug over the old hob supply.
The use of the word 'competant' has a specific legal meaning too, not just 'good with a spanner'. It means has the skills and experience, meaning is GAS SAFE REGISTERED.

This added to make it clearer for the original poster, not to cause a technical row.

Your post apart from the obvious spelling mistakes, is absolute drivel and completely wrong, so you have to be Gas safe registered to prove competence ?

Having that then enables registration with Gas Safe and allows work on gas fittings to be done.
