ok, I shoot a small bore single shot bolt action rifle, at a designated club, approved by Police Firearms, and have undergone the usual background checks, which have been "beefed up" and quite rightly to, I do not want to be on the same firing line as someone who is [obviously] proven to be mentally un stable.
I have been dipping in and out of this thread, there are a lot of Mis Conceptions in several posts, that is one problem, the general public's understanding of the complexities of owning and shooting [whatever] weapon.
For example, to "own, keep, and fire" a Pump S/Gun you need a Section 1 Shotgun Certificate, not just a A shotgun Cert.
Cut to the chase.
The local Police Firearms screwed up very, very, very badly, the shooter should never ever, ever had his weapon returned at all, until his mental state had been professionally assessed
On return of any firearm following the weapon removal a full and comprehensive back ground check is required to be undertaken by the local police Firearms, must ask here why were the shooters posts on social media not looked at??
This really horrendous situation is reminiscent of Dunblane ??? where weapons were removed and returned.
It is not really that difficult , I am also a member of an Air Rifle club, up here we have to have an Air Weapons License to own, hold, use such weapons, to be clear that includes all under 12 Ft Lbs rated guns.
In this Air gun club we use Facebook as the main contact point, we have a designated member who vets all applications from this source, first thing he does is to check back over the profile on Facebook for that person, anything that causes alarm or doubt and that person is told, sorry there are no vacancies at present, the club regularly gets calls from Police Scotland Firearms asking if [whoever] is a member at the club.
Why??
To purchase, hold and use [even] an Air Weapon in Scotland you must have a good reason, they are
1/. Be an existing member of a club
2/. have permission from a land owner that clearly states you need an air weapon for "Vermin Control"
Sorry to bang on But the local police Firearms screwed up big style. The official system needs sorting out, all the checks are there and available to the Firearms Police, why were they not fully used, even a simple Facebook search, not rocket science??

What other background checks should be done? References from friends, family, Police?

What does happen is that Police Firearms actually visit you in your home, to ensure that the gun cabinet [mandatory] is secured to a wall or similar, at the same time they get a feel for your home life style.
They also visit in person your neighbours and ask questions.
They will also [at least] make a telephone call to your employer [if you have one] if you are on Social Security there is no way you could afford to shoot???
There is also at least a telephone call to your GP, I have a problem there I have not seen my GP in [about] 5 Years, but I have to pay the GP for a letter
in the case we are discussing WHY, WHY did the local Firearms not [at least] visit the shooters home address??? and talk to the shooters Mother.

Certainly has.we have a robust vetting system but that may have failed on this occasion?

Thats an unhelpful argument. Knives are actually needed by everybody. Whatever your views on gun control/gun ownership you cant argue that many people need a gun.275 Police-recorded murders involving a knife or sharp instrument in the 12 months to March 2020.
