Increase petrol mower rpm

Ive had to route my throttle cable slightly as each time i was putting the basket on it would always be in the way.
I can move the throttle lever then at a certain point the revs do not get any higher even though im mover the lever.

I just know it can rev more than like so at present i walking a lot slower than normal.

My sketch shows the outer cable, the inner cable & the clamp which holds things in place.

Can you advise which part outer or inner needs to be moved & towards the carb or away from carb.

Just to bring the revs up a touch.

It will be rev limited by a governor. The throttle control is just to select tick-over or full speed.
 
A rotary mower that relies on blades lifting the cutting through a chute into a grass box wouldnt be much use unless running at governed speed especially if wet
 
It was that there Lostinthelight, that dug the thread back up.
