I suspect it requires very little dexterity or skill - just paint (maybe even nail varnish etc.) over the area of the engraving and then wipe off the excess - and then clean up any paint left where it shouldn't be with wire wool or whatever once the paint has dried?Bit cack-handed for that.

I was thinking that under the glaze, isn't the plastic a bit porous? I've done that in my time, with fairly acceptable results.
