It's almost as if they're spending this money to think about the impact and risk of these measures rather than relying on back-of-fag-packet guesses on internet message boards.

See above. Although mostly they focus on the improvements from moving away from coal and improved regulations on shipping fuel.If only they were doing some research into that!
