That is not always necessary. It only needs to be unwound fully, if the intention is to use it close to it's maximum current capacity, and for an extended amount of time.
It doesn't need to be anywhere close to its (not "it is") maximum capacity to need to be fully unwound. The coiled capacity is greatly reduced. And it can heat up very quickly. Don't expect me to promote irresponsibility.
 
Yes. It's good practice always to fully unwind the lead.
You're obviously a fan of trip hazards.

If, as if often the case, the load I'm using is less than the maximum stated for a 'fully wound' cable then, unless the manufacturer is lying, I see no reason to unwind it any more than I need to (hence avoiding unnecessary 'trip hazards').
 
OMG so do I unwind the lead or not...
What size is the cable and what are you using it for and does any info on the reel give you a clue and does it have a thermal cut-out?

It is not irresponsible, it's common sense, with a bit of knowledge stirred in. Fully unwound, there is then the risk of tripping over the coils of cable - you mitigate that risk, by deciding whether it is necessary to actually unwind it, based on your intended load, and the load duration. In many cases where these extensions are used, drilling intermittently etc., there is absolutely no need to uncoil

Quite honestly we have given up with trying to understand some the self proffessed idiosycrasies you create.
