An alcohol licence is to sell alcohol at the moment. If cannabis was to be legalised it could very easily be added to the alcohol licence to sell intoxicating drugs.

In Germany, for example, Cannabis for personal use has been legal since April 1, 2024. Anyone over the age of 18 can grow up to three cannabis plants and keep up to 50 grams of cannabis at home. Adults can also carry up to 25 grams of cannabis on their person in public spaces.

On July 1, 2024, Germany introduced Cannabis Social Clubs (CSCs). Joining a CSC is the main way to legally access cannabis in Germany. CSCs are not shops, they are Vereine (associations). In order to join a CSC you must be at least 18 years old and have been a legal resident in Germany for six months or more.

But it limits the amount a person can legally consume and allows a more responsible approach to consumption - something prohibition has failed to prevent. Even Chiefs of police admit the war on drugs is a failure.
