There's really no good reason why someone on minimum wage pays NI but a pensioner doesn't. It's all just tax, it's not actually segregated in any way.

It's an historical legacy. The NI was initially designed to fund pensions, NHS and other benefits.
The NI contributions aren't ring-fenced just for pensions, (see above), and any surplus can go into general taxation, as low interest loans.
If it was no longer sufficient the shortfall would be funded from general taxation. That rarely occurs.
The NI Fund has maintained an accumulated surplus for decades.
There is an annual financial report available on the NI fund.

Receipts paid into the NIF are kept separate from all other revenue raised by national taxes and are mainly used to pay social security benefits such as contributory benefits and the State Pension.

NICs also help to finance the National Health Service (NHS).

Compare your sums with the NI Fund Annual Financial report.
Then come back with specific questions, references, amounts, assertions, etc.
