I would suggest it's a blocked DHW heat exchanger... Get it flushed or best bet is a replacement.

Diverter valve

Drain; refill and bleed off whilst your system is filling... You should only need to drain through your hot tap again; just so you can break the air trap and allow the ch to fill again.

:arrow: Oh dear :idea: If this has thermostatic valves you'll probably find some of the goo left behind wedged in the valve seating of the thermostat.

Try turning both ends of the rad "on"

Turn off all the other rads on the system with the trouble-rad left "on" and let us know what happens.
