Talking of mentally unstable, how dangerous is that to be defending agressive treatment on a agressive member of the public who just attempted to take the life of at least two people.
No matter the colour or creed id want police to floor this person immediately and without hesitation to incapaciate them to ensure they do not manage further harm to the fellow officers involved also.

He was floored, he was tasered and incapacitated. There was no need to kick him in the head.
Tasering is non-lethal incapacitation. Kicking them in the head is violent behaviour approaching attempted murder.
Why bother with the taser if the police prefer to kick him in the head? So they can kick him in the head without fear of reprisal?
It's potentially yet another example of police brutality.

It's not that he refused, he was incapacitated and unable to show his hands.
So they kicked him in the head.
