I saw this home made extension being used today at a farm. I wonder how long before those wires rub through on the back box?

Yeah, you can just see it behind the live wire.
Even if it were not a metal enclosure, the socket (hence plugs) would also need an earth. However, as has been said, it appears that there actually IS an earth.
