Medals are of no interest to the North Koreans...It's a known fact. 
Somewhat off subject, but there was a recent TV documentary concerning a team of Nepalese eye surgeons that went to N.K to perform cataract operations.....apparently this is beyond their medical capabilities.
Anyway, many operations were carried out, and once the recipient realised that they could see again they immediately fell prostrate in front of a portrait of Kim Jong Il (compulsory in every home and building) - giving thanks for this miraculous event.
