I stayed in a freinds place in tenerife, and the light flickered, so I opened it up and amongst other things there was no earth.
I could not resist opening the consumer unit to see if there was any earth wires and as suspected none of the metal lights were earthed

In this fusebox every cpc was connected to the earth bar.....
