It's the National Broadcasting service. But a better title should be the International Broadcasting service.

The primary purpose of the BBC abroad is to provide accurate, impartial, and independent news to global audiences while promoting the United Kingdom's culture and democratic values. This is primarily achieved through the BBC World Service and commercial arms like BBC Studios.

So it's a form of advertising and promoting the UK internationally.
The government have to finance that, and they represent our interests, so they charge us for that 'service'.
But they've never asked us if we want it.

But the government want this state-sponsored media network, except that it's not financed by the government. The government collect the financing from us to finance the BBC.
I would say, however that the BBC is not controlled by the government in its programme content, in the same way that others are.
They do appoint the Chair of the BBC though.

Same as damage in Iran, is reported frequently following each raid by US forces.
