Bizarre outside bottle gully problem

Kitchen waste to bottle gully, then off to foul / rainwater waste (or whatever its called). It's been in service since the house was built 24 years ago. Over xmas I noticed the water wasn't draining from the sink when the washing machine was emptying (it had done for many years prior), so thought it was blocked. I removed the Dip Tube, cleaned everything up, but found no issue. With no Dip Tube, I threw 5 x14 litres buckets of water down the sink, it cleared with no issue. I put the dip tube back, and it blocks after one bucket. Nothing has change for 20 odd year, so can anyone give me a clue about what the issue may be?
 
At a guess, either a load of Detritus in the bottom of the Pot, but if you've cleaned that out, then I'd suggest there is a blockage downstream of the Gully.

Tipping water down with the Dip Tube removed, would allow the water to fill the outgoing pipework and displace the same volume of air back out. Putting the Dip Tube in, and that air is then trapped in the pipework, preventing the water from displacing it.

As HJ says, remove the trap sleeve and get the Marigolds on.
 
THe inside of the gully has been cleaned to the point you could eat your dinner out of it. The outgoing pipework runs for around 3 metres before it joins the main pipework into the road. Rodding suggests it is clear ???
 
My washing machine STINKS when it's draining. I've cleaned the front thingy, sucked and blown the hell out of all the pipes with my wet vac, cleaned the rubber gasket thoroughly and I've checked the sink trap and exit pipes. I've also run the wash cycle with bleach (okay, I was getting desperate). The sink and washing machine both drain well, so what am I missing here?
Maybe it's full of ectoplasm.
 
Is that public road, or private?
Public Road. The distance between my gully and the property boundary is around 5 metres , I've managed to get a thin rod that far downstream and can find no resistance. From then it is around 3 meters to one of the first round manhole covers which access the sewage. (18 houses in one small cul-de-sac).

You cannot really check that, maybe ask if your drainage company can investigate.
