black mortar on the walls

I took off the old tiles and some plastic panels in the bathroom. The walls are brick rendered with some very dark substance, which I was told is black mortar. It is quite solid with one horizontal crack on one of the walls.
Shall I leave it in place? If so, shall I skim it before tiling?

If it's firm and flat, just tile straight to it.
