Boiler - Filling loop

The valve near the floor ,if you connect the hose to it ,but don't connect the other end to the boiler ,direct the hose end into a bucket or other container,then turn the valve on ,water should flow out at good pressure. Does it ?

Nope, I connected the valve on the floor only, nothing comes out, I have to lift the hose so water falls down.

No idea now, I really thought this was it.
 
The red handle should turn one quarter turn to be fully open, does it ?
Can you see the other side of the wall and the pipe that connects to that valve ?

Yup opens fully, but the water pressure isn't that great.
Nope in the wall, that goes into another apartment.
 
I wonder if the valve isn't fully opening. Sometimes the plastic handle is worn or cracked ,and doesn't fully connect with the spindle it's attached to.
You could remove the red handle and open the valve with a spanner. Not sure about your red handle ,but most have a screw in the top of the handle that keeps it attached to the valve, which has to be removed before the handle can be pulled up and off the valve.
It's also possible that the valve itself is for draining ,not filling. Could the hose reach to another valve somewhere ?

That could be it, unfortunately, I have no tools at all.

When you open the valve, very little water comes out, it could be for draining. But it doesn't make sense why there was such a long hose underneath the sink.

There doesn't seem to be other valves in the apartment.

Could I connect the hose to the sink and then to the boiler?
The boiler's pressure is exactly at 0.
 
If the hose will reach to the sink ,there may be a connection point on the pipework there ?
Show us some pics of pipework under the sink.
 
Didn't you show pics of another boiler , or am I thinking of another thread altogether ? Have you looked to see if a connection could be made there If there is another boiler ?

The hose can reach the sink, but it's not an ideal connection.

Yes I did!

I looked under the sink and I found this, water is coming out nicely. I will try fill up the pressure again!
