I think you'll need to put a pin in that question. Capt. Hindsight, needs to fast forward a few weeks before telling us all what the govt. should have done. Meanwhile lots of people are losing their jobs and have no realistic chance of finding work anytime soon. People who have worked all their lives, paid taxes, had viable roles in viable businesses. I know pilots who are working a day a month, holiday sales reps on 2 days a week (on jobs that pay 25k to start).

I think it demonstrates how good a certain faction on here are at criticising anything and everything this government do but when pushed for even a suggestion of what they think may work, they clam up, disappear into the ether and tag another of their team to come in with some deflection. That’s the real absurdity.

Do you not think that the scientists are worth listening to? The doctors who are now saying hospitals are getting full? Takes a couple of weeks for people to start snuffing it and we're getting thousands of new cases - a day. If they don't do something, lives will be lost - not only because of the spread but because the hospitals will be too full to help those with the virus who'd perhaps have lived.

It's happening now.

That's a completely - different issue , compared to being so wildly out with their numbers.
Unless they are locked in windowless bunkers with no Internet, they have access to the information they need, surely?
Otherwise, why make a "prediction" in the first place? (Or at least state the uncertainty associated with it).
 
Could it be Tier 4 restrictions instead of a nation wide tier 4? Yes in theory it could.

In practice the regional restrictions haven't been smooth sailing and the government hasn't been able to manage them at all well.

Finally the effect of the regional variations is just to allow the lower tier areas to catch up a bit to the higher tiers. Slapping the entire UK into tier 3 and then phasing regions one by one into tier 4 is just beyond Deloitte.
