Full diplomatics relations will not be opened until the conditions are met. Starmers not completely, that's why the UK recognition is 'formal' rather than 'official'.
On 21 September 2025, the United Kingdom alongside Canada and Australia officially recognised the State of Palestine.

I can find no record, other than that piece in the Telegraph, which is a questionable source, for the claims that you make bout preconditions.
The only preconditions placed by Starmer were the condition son Israel for UK to not recognise the State of Palestine.

It looks like there is a move to create full diplomatic relations, with o preconditions mentioned.

Diplomatic status

Recognising a Palestinian state would allow the status of diplomatic missions to be upgraded.
Currently, the Palestinian Authority delegation to the UK is not of embassy level and operates as a “diplomatic mission” based in Hammersmith, West London.
mbassy status would give the delegations protection and privileges under the Vienna Convention on Consular Relations and the Vienna Convention on Diplomatic Relations.
The FCDO said the Foreign Secretary will write to her Palestinian counterpart in “due course to lay out the process for establishing full diplomatic relations”.

Do you have any other source for your claim of preconditions?

That "Made in Dagenham" film shows the thinking by some, a lot of ordinary women thought it was reasonable to pay women less just because it had always been that way so always should be that way.
If you take these simple examples to try to understand the mindset of people at the times and we look back over our own lives and see how some ideas have changed even from what us and our peers all thought normal at the time then I sometimes wonder how the heck anyone ever agrees on anything. Throw into the mix some vested interests too and you see it is actually a miracle that we ever achieve anything near reasonable ever.

Often, at best, some compromise is the only improvement we can make, if at all.
Meanwhile folk are suffering to an horrific extent. Very sad state of affairs.
