No, but more importantly, how did the cable get damaged in the first place?

If the earth is broken, then there could be damage to the insulation of the other cores.
 
No, it will likely corrode. It is better to chase a new cable in to an accessable location and joint it there in a junction box, or replace the entire length of cable.
