If the landlord charged £100 when he was paying 40% income tax, what will he charge if he drops into the 20% tax band?

Low paid need to have better wages. Why shouldnt they? Why shouldnt that wage be a realistic living wage instead?

There are too many employers who dont care about their staff. If they cant pay them properly then dont get involved in running a business!

You missed out the biggest factor.

FPTP electoral system, meaning any government has to pander to the loudest / whingiest voters, rather than set a consistent course for the betterment of the country as a whole.

The rules are, at least in part, written to reflect the whims and whines of the electorate.

I suppose it will be better to underestimate your mileage and top it up at the end of the year rather than overestimate it? Maybe there will be an option to pay monthly in arrears if the technology is availible. I know on our hybrid car the mileage can be reported remotely, perhaps there will be a way got them to link directly to that?
