I can't remember if it was sealed at the time of the photo (it is now) the photo was taken shortly before WPD repaired that fuse and afterthem breaking the seals to investigate

The seals just secure through those thumbscrews on the right so you likely wouldnt be able to see them in the photo if they were there anyway
