Cistern Water Supply

Need some help figuring out if I can isolate the cold supply using the angle valve in picture below - I don't have stopcock in house so alternative would be to to switch off from the road

Have you tried turning the silver screw head (top of the photo) clockwise?

Did try - didn't move. Applied some WD40 and it works now. Thanks
