If I walked 1m South
then 1m East
then 1m North
and ended up back where I started from,
then saw a bear walking around and about ,
what colour would it be?

the only place you can do that, is if you start from the North Pole, so it would be white, like Wotan said

polar bears arnt white their fur just reflects the colour of the snow, but their skin is black

Correct Polar bears are black but their fur is (or looks to be) white

Nope.

It would be BLACK
Depending on the time of the year, but then how would you see it in the dark?

The darkest time of year at the North Pole is the Winter Solstice, approximately December 21. There has been no sunlight or even twilight since early October. The darkness lasts until the beginning of dawn in early March.

Yeah, and if you peel them, they're pink.
And if you eat all their meat, their bones are white.
(Aren't they?)
