It wasn't an assistant, it was the same BC officer which had been inspecting the project during the various stages.

It will have been electronically as it went in via the NICEIC portal as much of the electrical work was notifiable work.

The completion certificate is issued for a fee, at least in west london, some middlesex and surrey borough.
The £50 they asked you is most likely this fee.
Check it out and if the £50 is due, just pay it and be done with it.

Based on the BC inspector not wanting to come out before, I've just heard back from BC and they've said, book your visit, we'll waiver the fee.

I had to ask for a completion certificate 3 times. The first 2 it was “emailed” by the old and bold inspector. When it arrived it actually came from the young upstart who knew how to add an attachment!
