Can't you turn the water off at the stoptap and rotate the isolation valve so it faces outwards?
 
No, but I can call a local plumber, who might be sorting it all out tomorrow for 50 quid. Plan is to lower the water pipe, add a new valve, and use a flexi hose.
 
OP sorry that you have had this experience with complete tossers , there are some good water fairies on this site who could help you out

Just need to put the boxing and carpet back together so it all looks like nothing ever happened...
 
I would still love to learn to do this myself, but guess I should buy a house with an outside loo so I can practice without annoying my wife. ...
