Dodgy tanks

A couple of questions; one fairly simple and the other not so!
1) I live in a top floor flat which has an attic and in there are the cisterns for the heating systems for my 2 neighbours and mine. I was surprised to see that they share a single common over flow pipe; is this the norm and is it legal?

2) 2 out of the 3 cisterns have been over filling and leaking rather profusely but not actually spilling over. My cistern is up in the rafters and the other 2 are sitting on the joists. I gave the over flow pipe from the lower tank a bit of a jiggle and the level of the tank immediately dropped. I then took the overflow pipe off the tank and blew into it which seemed to push a load of muck outside and the level of the higher tank dropped.
I suspect there may have been a blockage but this does not explain why the cisterns were over filling. I'm pretty sure the ball cock valves are ok.
Can anyone suggest what may have happened? I've only just done this so I'll have to wait and see if they fill up again.

is it the heating tank or the cold water storage tank that filling.
i would say theirs a cws somewhere.

how big are the tanks ?

have a look in the cistern , the ballcock may be working fine but just needs adjusting u can tell this bu lifting it up and checking to c if the water stops, if water still comes through with it held up then it is faulty and could maybey be repaired but for all it is, better get it replaced, the overflow will be fine as long as it is not blocked

The ball cocks seem ok they certainly let water in when they are pushed down and stop when it gets to the proper level.

They are the cisterns for the heating systems. We all have Redring Dualheat combi boilers.

ounds like your system is overheating then and thew water is coming from the expansion pipe
 
When the water is cold the level should be about 35mm above the lower outlet; you bend the ball valve arm to get this right. The level will rise when the water is heated, but it should still be some way below the overflow, even at max temperature.
