OP, do you not talk to your neighbours? and in due seriousness they should tell you what it is for if you regularly exchanged words and held short conversations, just ask them where did they get that gadget from as you would also like one, and I am sure they may say what you mean that spy camera! and the guy might say I made it myself to spy on my wife to see who drops her late at night when I am fast asleep when she finishes her late night shift.

When I fitted an alarm to my place, the internal siren was called a 'sound bomb' - and by hell it could wake the dead! I guess this thing on the gable end could be a siren repeater of some sort.
