They have been advised not to land catches at Cherbourg etc, but there isnt an actual ban in place as such.

Correct, they been advised it 'might be dangerous', there is a possibility French fisherman might accidently set fire to their boats.

We've known for more than three years that fishing would be a problem.

Perhaps it wasn't important enough for us to bother coming to some kind of agreement.
