Is there not an argument for saying that if they are not in a position to reinstate the binding, then they should not be removing it in the first place ? As they are, they have made a "safe" (as in presumably met regs when it was done) installation unsafe - as in doesn't meet either current regs or the regs under which the original binding was done.
I would argue that for the meter changer to do that, they have created a potentially dangerous situation and this should be reported.
What next - change the meter but leave the load side connection leaking (or not even connected), and leave a card telling the home owner to get an RGI in to fix it ?
