Only chemists can give out more than 32 analgesics at a time. Though I'm not sure if you'd need a prescription for more. My grandma gets frickin huge bottles of paracetamol and gives them out to calling relatives like sweets. "Here, have these, they give me too many." 
Supermarkets et al, can only sell two packs of 16 at a time.
