Fitting an isolator between meter and consumer unit.

Or this seems to be a switch.
For what it's worth, it certainly does seem to me that 'a big switch' should qualify as an 'item of switchgear'
Can anyone see any advantage in requiring an isolator to be encased in metal, when it is fitted alongside a plastic meter and a plastic service head all connected together by wires encased in plastic?
