If it's the DNOs property they are not bound by the wiring regs, AIUI.
When did an isolation switch become a CU?
When you get the new fuse board & if there is room, ask for a board fitted with RCBO's & at least 2 spare fuse ways for any later date.
The DNO's property has to conform to a selection of regulations, that's legally conform, in fact they are legally obliged to conform with aspects of BS7671 regs (although not in every respect) whereas what happens after their property there is no legal obligation to conform. An isolator switch is not a CU (nor is it a CU if a distribution board has no main switch), the non flammable regulation you so accurately refer to, IE:
Does not in any way refer to any other product than a consumer unit. and an isolator switch on it's own can not in anyway be considered to be a consumer unit.
Changes to the regulations and the definitions therein can be made in the future but for now the above stands unless you have any documentation to the contrary.

I'd say that a 2P isolator just like the one used as a main switch in a CU was a similar item of switchgear.
