Garage Extension and Attached Garden Room

Hi all,
I have a single detched garage that I'd like to extend to a double. Block built, I can keep that within the limit of the 30sqm for building regs.

If however I additionally build a 12sqm garden room on the back, does that push me over the limit?

Common sence tells me it does. If I built the garden room standalone an inch away from the garage does that make any difference. (I wouldn't but just testing the regs.)

Building regulations is per building. Build another building and the criteria starts again. Be careful with a 1" gap though. It wouldn't be difficult to argue that it was actually attached.
