If that had been done I doubt if you would have selected brown black grey & blue as your first choice. They are hard to distinguish between in low light and although I’m no expert in colour blindness black and brown seem very similar to me.
So as you said before it was a compromise which I feel was based on the number of countries that were already using the colours and not what colours are technically the best for the purpose.
