Has gas meter been capped?

I think what is being suggested, is that you could have run out of credit, with the result that the meter has switched the supply off.
There is plenty of credit on the meter.
That's the first thing I'd check. If you don't know who your gas supplier is, you'll need the MPAN or postcode- if you Google 'who supplies my gas' there's links to various sites. You want supplier not transporter.
Once you've found your supplier, contact them and see what's what.
(Especially if you are renting) you may find you are on a tariff with no standing charge but high unit costs. You may also find there's a big fat negative balance from a previous occupant - not your problem to pay it, tell them when you moved in, get a new account set up.

The first thing to check is the boiler install, get on to them. It should not have been left uncommissioned, whatever the problem with the meter is.
As i have no idea who installed it, i will call out a gas engineer to commission it.

They will hopefully be able to get everything up and running and provide Warrent for the boiler

As suggested, you'll be lucky to get any respectable GSR engineer to commission the boiler without stripping it back to basics and in effect re-installing it with associated costs.

That and I doubt there would be any kind of warranty or guarantee with that, as the boiler is an unknown.

Have you just bought the house? Or are you a tenant? If the former then the solicitor should have ensured the boiler came with all its docs, that's part of what you pay their fees for >>> (BC (Eng)/GS/MF warranty/benchmark). If the latter then it's your landlords problem.
 
Apparently, the gas was capped by the council as the property was unused for a long time.

So who do i call to get the boiler commissioned? Building Control?

A gas safe registered person. You might have difficulty finding one who will do it. And it won't be cheap if you do.
 
If it’s a landlord’s property the its down to them. Are you able to to use the engineer who fitted it or are there no details? Have you checked the benchmark in the manual?
