When I was a young adult in a student house we set up a shooting range with targets in our back garden and we all had a go with an air pistol that someone had borrowed. It was completely legal.

We didn't have overlooking neighbours. But if we did then it's possible that someone would have reported it, and the police would have visited and decided that no offence had been committed.

It was great fun. I can confirm that this didn't set me on an irreversible path towards stabbing anyone.

I don't understand why they let him off for stealing all the knives though. But I can't read the Telegraph article as it's paywalled.
