No Dual RCD Protection, or RCBOs on individual circuits.
Missing Busbar by the looks of things.. or could just be hidden.
No Busbar protection/cover
Isolator not even wired up properly by the looks of things.
MCBs not in size order.
No Incoming Feed
Neutral Wire that appears to go nowhere..above that 16amp MCB
Spare MCBs, not connector to anything should be blanked off.
It's probably a mock up board.
On the non-RCD side - how do you know there are any concealed cables less than 50mm from the surface? If there aren't any or it is under the supervision of a skilled or instructed person then RCD protection isn't required.

Neutral wire going to nowhere? Do you mean the big one that goes from the RCD to the bus bar at the top left?
Certainly not the neatest job in the world but how can anyone write an incomplete consumer unit off without a supply as unsafe?

didnt write it off as unsafe because I came to the conclusion it was half finished, just pointing out things wrong in the image, and the fact it is really untidy.

So is it that you don't mean that spare MCBs, not connected to anything, should be blanked off, but that unused positions should be blanked off rather than fitted with MCBs which are not connected to anything?
A bit like those two positions in the middle where for all you know the cover which you cannot see and therefore cannot comment on has blank covers?
