Exactly. Left to their own devices these countries collapse into lawlessness and they all start machete-ing each other. The world's peoples are not all equally talented and cannot always help themselves and therefore need help from other countries. Britain is now at that point, thanks to gross mismanagement.

It's amazing how the world's previous largest economy has recovered after the devastation of the British rule and being ripped apart during partition to become merely a large economy.

Like the whole of government institutions, the police had to undergo a complete transformation, from ground zero, with none or very few black police, to a force representative of the indigenous population:

The old South African Police (SAP) force was a deeply racist organisation that was at the forefront of enforcing apartheid’s immoral and discriminatory laws. It has been argued that apartheid and its policing were inextricably linked, in that ‘South African policing has not simply promoted an order that has devastated the lives of black South Africans, but has been an essential part of that order’(Brogden and Shearing, 1993, pp.15–16). With the birth of South African democracy in 1994, the police, as was the case with all state institutions, started undergoing a process of dramatic and fundamental reform.

Lawlessness did not begin in 1994:
The highest murder rates occurred in 1993, just before the democratic transition,
South Africa's murder rate increased steadily from the 1950s, peaking in 1993 at roughly 70–80+ murders per 100,000 people due to high political violence. While the rate was generally high, it saw a massive spike during the late 1980s and early 1990s, with over 25,000 murders recorded in 1993.
The current murder rate in South Africa is nearly half what it was at the end of Apartheid.
It was a country built on violence, usually violence against the Black people by the white minority.

Maybe there are parallels with Southern states of USA
Murder rates in the U.S. are highest in Southern and Midwestern cities, with top rates recorded in cities like New Orleans, Memphis, St. Louis, and Baltimore.
