The fishing issue is of course totemic in the brexit discussions, how is the UK going to enforce it? I guess transgressors could have their boats boarded, impounded and charged with theft?
 
On that basis how will the EU enforce UK imports, if the French can't be bothered because we turn a blind eye to their fishing? Or we end up with the Royal Navy attacking EU trawlers in a new "cod war".
 
If the uk government can't control a few desperate people in blow up dinghies, using spades as oars, French fishing boats don't need to worry
 
The difference is we have an ability to enforce rather than a duty to protect. The Fisheries protection Squadron are fairly active and regularly seize and fine vessels.

If I come from say Taiwan, I am allowed to take into UK a certain amount of alcohol, tobacco, and other items without paying duty.
In fact there are kiosks in French airports, and now Paris main rail stations allowing travellers to reclaim TVA/VAT, ready for Brexit.

Leisure travellers whose usual place of residence is in a country outside the European Union are entitled to have VAT deducted from the purchases that they have made in France. The visitor concerned must be aged 16 or more and be visiting France for a period of less than 6 months.

Boris will give away fish in a trade deal.
there will be no trade deal without fish
and I cant see Boris wanting the visible chaos of a no deal, which will be politically damaging.



And UK govt have already said they wont be doing anything about the existing quotas that have all ready been flogged.
